Sen. Inhofe says Oklahoma has water shortage. Then how can SE Okla rural water district sell unlimited supply to drilling co. at 15 cents a barrel?

I’m trying to understand all this.  Senator Jim Inhofe, as reported by Enid News and Eagle (August 23, 2012) said water is serious problem in Oklahoma; & that Oklahoma has a water shortage.  But what I dont understand is how can a Rural water district in Oklahoma 3 days prior, responsibly sell unlimited amount of water to a drilling company at 15 cents a barrel?
